#1: Should I/anyone else/both (Iab) Illegally download anything to get caught if it seems to be or is the only way(s) to get out of abusive situation(s)?
#2: For example like Iab have a computer that has internet yet I have extremely+/- abusive neighbors that are endangering to me and Iab cannot leave yet can download.
#3: Would it be acceptable to illegally download to get out of abusive situation(s)?

Yes. But PLEASE only illegally download to get out of an abusive situation(s) as a last resort.
I do not condone nor encourage any illegal downloading. Please only illegally download if yab are sure yab can get caught and as a last resort to escape abuse(s).
If yab do illegally download and turns yab self(ves) in to authorities such as www.fbi.gov/ www.theesa.com/
please when arrested and then go to trial say like "Iab was in an abusive situation(s) and had no other way(s) out so I definitely do not want anyone to make such tough decisions ever again. I recommend officers patrol like two to each vehicle alot and get abuser(s) counseling if caught."
But remember do not illegally download for fun this is immoral and highly illegal.
Even if yab illegally downloads anything with or without getting out of any abuse(s), yab can still be punished to full extent of the law so please only illegally download anything if absolutely necessary and as a last resort.
